Texas Coronavirus Deaths Spike As Cities Lag State Drive To Reopen

Two weeks after Texas began to roll back coronavirus restrictions, the Lone Star State counted its largest single-day totals in new cases and deaths as local and state governments grapple for power over reopening.

The state health agency reported 58 deaths from coronavirus and 1,448 new confirmed cases on Thursday, both records as the state continues to ease restrictions.

However, many local leaders aren’t as gung-ho about reopening—leaders of some of Texas’ biggest cities are keeping stricter local restrictions in place, continuing a debate on whether the state or local government should call the shots in determining roll backs. 

This week, state Attorney General Ken Paxton threatened cities like Austin, Dallas and San Antonio with lawsuits over what he said are “unlawful” local coronavirus measures that go beyond what Republican Gov. Greg Abbott  has mandated for the state.

Abbott had justified reopening based on a steadying of hospitalization and infection rates, and with 1,200 deaths so far, Texas’ death toll falls behind other large states, like Florida and California, he pointed out. 

Thursday capped a straight week that Texas reported upwards of 1,000 new coronavirus cases each day, as the state ramps up testing efforts—at least 623,284 tests have been performed statewide. 

Texas gyms can partially reopen Monday, following the rollbacks on restrictions for salons and restaurants this month after Abbott let his stay-at-home order expire May 1.

Texas has had one of the speediest reopenings in the U.S., with Abbott allowing businesses like most restaurants, retail shops and cinemas to reopen May 1 with caveats in place, like maintaining a capacity of 25%. Hair salons were permitted to open last week with similar requirements. President Donald Trump praised the move via Twitter. On Thursday, Texas counted 43,851 total confirmed coronavirus cases statewide, of which about 40% are active cases. 

WHAT TO WATCH

How many of Texas’ coronavirus-related power struggles will be heard in court. The tension between state and local government control is a familiar one in The Lone Star State that has taken on a new sense of urgency during the pandemic. As the coronavirus tests the power of different levels of Texas government, the winning sides may come to be determined by the judicial system.
