Biden Releases Plan To Close Gaps Between Blacks And Whites

The Biden campaign on Monday released a raft of proposed measures to increase economic mobility and prosperity for blacks, improve education, reform the criminal justice system and close the gap with whites in quality of health coverage.

KEY FACTS

The plan, called Lift Every Voice, calls for expanded tax credits for black-owned businesses, actions to improve their ability to bid for government contracts, incentives to promote investment in black communities, and greater access to education.

It also focuses heavily on housing, proposing increased investment in low-income housing, cracking down on racially-focused zoning policies, a tax credit to promote homeownership, greater access to credit reports, and combating gentrification.

It proposes increasing Social Security benefits and promoting state workshare programs to increase employment.

The plan also proposes sweeping reforms in criminal justice including reducing incarceration rates, eliminating mandatory minimums and cash bail, end government contracting of private prisons and addressing gun violence.

Finally, the plan advocates appointing more minorities to political and judicial positions, expanding voting rights and increasing investment in civil rights enforcement.

“This is something that has driven his entire campaign. He launched his campaign talking about some of the hate that we saw out in Charlottesville. He’ll make clear that hate has no safe harbor,” a Biden campaign official told reporters.

The plan comes at a time when the racial inequities have come into stark national focus due to the coronavirus pandemic. Blacks are disproportionately dying of coronavirus, accounting for about a third of U.S. coronavirus deaths despite being just 13% of the population. 

What To Look For

President Trump, who won less than 10% of the black vote in 2016, has been taking steps to improve his performance with this demographic as he looks for new pathways to victory in November. The Trump campaign ran a Super Bowl ad in February touting his decision to commute the sentence of Alice Marie Johnson and arguing that Democrats are all talk and no action on criminal justice reform.
