Coronavirus Spreading At ‘Unacceptable Rate’ In Texas, Governor Says

TOPLINE

Texas Gov. Greg Abbott pleaded for residents to wear masks and follow social distancing guidelines, but offered little in terms of additional state action while speaking at a news conference Monday, which was called because nearly every major metric for detecting coronavirus spread shows that Texas is heading in the wrong direction.

KEY FACTS

Texas has seen an abrupt spike in coronavirus cases, hospitalizations and percentage of tests coming back positive throughout the month of June, with no signs thus far of slowing down; the number of hospitalizations set a new record Sunday for 10 consecutive days.

“We are at a very crucial point in time,” said Dr. John Hellerstedt, the head of the state’s Department of Health Services, adding “the trends are going up in a way we really need to get control of.”

Still, Abbott offered little in terms of additional action from the state government to contain the spread and said he would not roll back the state’s reopening progress: “Closing down Texas will always be the last option.”

Abbott did not indicate he would put any sort of mask-wearing mandate in place—a proposal he has pushed against many times in the past—but urged anyone leaving home to take personal responsibility and wear some sort of face covering.

The state continues to have ample hospital capacity overall, but ICUs in some of the state’s largest cities—especially Houston—are reportedly getting uncomfortably close to reaching capacity.

Texas is currently in Phase 3 of its reopening, which has been one of the most ambitious reopening efforts in the nation; restaurants are allowed to operate at up to 75% of normal capacity.

CRITICAL QUOTE

“Texans can and frankly need to step up collaboratively to respond to this increase,” Abbott said, later adding, “To state the obvious, Covid-19 is spreading at an unacceptable rate in Texas and must be corralled.”

KEY BACKGROUND

Abbott noted that metrics started pointing in the wrong direction around Memorial Day, which featured many large gatherings and packed crowds at popular vacation destinations clearly ignoring social distancing guidelines. Texas is joined by several other states, primarily in the South and West—which primarily have Republican governors that were eager to reopen—in recording a major spike in cases throughout the month of June. Notably, large states like Florida and Arizona are also consistently setting records for new cases.

WHAT TO WATCH FOR

Gatherings of 500 or more people will be allowed for upcoming Fourth of July celebrations, Abbott said, unless localities put in measures to restrict the size of those gatherings. Abbott said he’s allowing local governments to make that decision if they feel it is necessary.
