NYC Announces Elementary School Reopening And Hybrid Learning Phase Out After Backlash

After facing widespread criticism for the decision to shut down the country’s largest school district amid rising coronavirus infections in the city while bars and restaurants remained open, Mayor Bill de Blasio (D) pivoted Sunday, announcing a reopening of elementary schools and a forceful push for more in-person learning.

Children in pre-K and elementary school can return starting Dec. 7, while students with the most complex disabilities can return on Dec. 10, the mayor announced during a Sunday press conference. 

Middle and high schools will remain closed with no clear reopening timeline. 

However, de Blasio, who faced heavy blowback for the Nov. 18 decision to shut down the schools after less than two months of in-person classes, also suggested the city is taking an altogether different approach to the pandemic.

The mayor announced that the city is abandoning its 3% test positivity threshold, which was the impetus for the closure earlier this month. 

Furthermore, there will now be a strong push toward in-person learning in the city, according to de Blasio, who said the city is hoping to give most parents who have opted for in-person instruction the option of sending their children to school five days a week, which would mean a phase-out of a hybrid system in which some children have have had a mix of in-person and virtual instruction.

In-person classes were shut down earlier this month despite an extremely low positivity rate in New York’s schools. The city’s decision to close schools but keep bars and restaurants open (this part of reopening is dictated by Gov. Andrew Cuomo, not de Blasio) has angered many parents, particularly those who have to scramble to afford and arrange childcare. Many countries in Western Europe, such as France, have done the opposite.

What To Watch For 

When the schools reopen, testing will be increased from a survey of a random sampling of students and staff in each school building every month to weekly tests, according to de Blasio.
