Trump Chief Meadows May Have Spent Campaign Funds On Personal Expenses, Watchdog Alleges

White House Chief of Staff Mark Meadows may have committed campaign finance violations by continuing to use campaign funds—potentially on personal expenses— after announcing he was not running for reelection as a U.S. representative, the watchdog group Citizens for Responsibility and Ethics in Washington alleges in a new complaint.

Meadows, a Republican representative from North Carolina, announced he would not run for reelection in December 2019, but “continued to amass expenses” totaling more than $57,000 from his campaign fund before it was converted into a PAC on July 2.

CREW alleges the “timing and circumstances” of Meadows’ charges “make them unlikely to be legitimate campaign expenses.”

Meadows’ expenses include $2,650 at a jewelry store (supposedly for “printed materials,” though the store does not sell printed materials), $5,577.50 on food and beverage, including at Trump-owned establishments, and $5,882.48 in payments to Henry Mitchell for “field representative mileage”—which CREW suggests may not be a legitimate campaign expense, given that Meadows was not campaigning at the time.

Candidates are barred under the Federal Election Campaign Act from converting campaign funds for personal use, which it defines as being “used to fulfill any commitment, obligation, or expense of a person that would exist irrespective of the candidate’s election campaign or individual’s duties as a holder of Federal office.”

Meadows’ Freedom First PAC has not raised any money but has continued to accrue nearly $14,000 in expenses, and CREW notes that PAC funds raised while the fund was still tied to a candidate are still subject to the ban on personal use expenses.

CREW argues some of the PAC’s charges also “raise questions,” particularly $1,302.22 in food/beverage expenses—including $69 at a cupcake shop and $241.11 at Costco—and $393.10 on lodging at the Trump International Hotel.

The White House has not yet responded to a request for comment.

“Campaign funds may be used to support one’s candidacy or duties as an officeholder, but after a person is no longer a candidate or congressional officeholder, campaign expenditures can look much more questionable,” Brendan Fischer, director of regulatory oversight at the Campaign Legal Center, told Salon, which first reported the news of Meadows’ potential campaign finance violations.

In addition to his alleged use of funds on personal expenses, Salon reports that records show Meadows may have also improperly spent funds—including from his taxpayer-funded Members’ Representational Allowance for congressional lawmakers—on campaign events for Lynda Bennett, a candidate for Meadows’ former House seat and friend of Meadows’ wife.

The allegations against Meadows come after his former colleague, former Rep. Duncan Hunter (R-Calif.), was indicted and is now serving an 11-month prison sentence for similar charges. Hunter and his wife spent more than $250,000 on a series of personal expenses, including travel, Disneyland souvenirs, dental visits and $625 on airline tickets for the family’s pet rabbit.

What To Watch For

CREW is calling on the Federal Election Commission to investigate Meadows, and should they find that he misused his campaign funds, he could face potential legal consequences as Hunter did. “Converting funds raised from Americans for a campaign into personal use is a violation of trust,” CREW Executive Director Noah Bookbinder said in a statement. “If further investigation confirms that, there should be consequences.”
